        OBJECTIVES
 

Allow foreign students to:

  • Understand the nature of the process of integration between Argentina and Brazil as a process in the making.

  • Analyze the problems and challenges of this integration in the context of current events.

  • Compare this process to others in different regions and contexts: European Union, ASEAN, etc.

        COURSE DESCRIPTION
 
  • This course will focus on the process of integration between Argentina and Brasil into the MERCOSUR (Mercado Común del Sur - Southern Common Market).

Structure, total hours and modality. Students will focus on: the strategic change in bilateral relations (PICAB), the integration protocols, the impact on regional trade, the Memorandum of Buenos Aires, the Treaty of Asunción and the beginning of MERCOSUR. Objectives, evolution. The process of trade liberalization. Negotiations. The institutional framework. The formation of the Customs Union. The Ouro Preto Protocol. The Common External Tariff. Nomenclature: Difficulties in the process of deepening and consolidating of the Customs Union. Institutional change. The second part of the course will concentrate on current problems such as the difficulties of regional policies, macroeconomic policies. The growth of MERCOSUR. The agreements with Chile and Bolivia. Progress and setbacks. Negotiations. The Relaunching. And to close the course we will have a view of UNASUR: its Foundation and why it is proposed as an alternative political and economic union.

The course will have a total of 30 hours, distributed along the 4 weeks in morning periods. Lectures and seminars can be taught in English or in Spanish, depending on the language level of the students. In addition, an elementary, intermediate or advanced Spanish language module will be taught to students interested in enhancing their Spanish skills for a total of 60 hours.

        METHODOLOGY
 

Lectures will focus on theoretical as well as historical aspects of the main themes in the syllabus; seminars will consist of discussion of the relevant texts and documents related to topics previously agreed.

Students’ active participation in discussions and workshops are important requirements for receiving full credit. Accreditation: Self-scheduled examination or paper option.
